Wellington city councillors are gobsmacked at a proposal to lift rates by 16 percent next year, saying it's come completely out of the blue.
The capital city had consulted on a rise of 13.5 percent as part of its long term plan but extra costs amounting to almost $10 million came to light on Friday, boosting how much ratepayers might have to stump up.
