The government has announced two new pathways to residence for skilled migrants, but the move is opposed by New Zealand First which has invoked the "Agree to Disagree' clause in the coalition agreement.
Under the changes, migrants in the "skilled role" category or "trades and technician" pathway who meet particular criteria can apply or a permanent residence visa.
Finance and Immigration Ministers Nicola Willis and Erica Stanford say the changes will help grow the economy.
But New Zealand First leader Winston Peters says he is concerned new residents will become citizens only to use their passports for fast-tracked visas for Australia.
